If you’re having problem with the game automatically updating itself, go into your Firewall settings and create an outbound connection rule for “c: Street Fighter V StreetFighterV Binaries Win64 StreetFighterV.exe” to block it from checking for updates.

As mentioned above if you already let the game update you will have to go into your appdata directory and delete the steam file there first. Once that done it should work fine in offline mode.
