The Consultant presented an Inception Report 19 December 1994, outlining the methodology and work plan for the execution of the project.

According to this plan the project is divided in two parts and five tasks including a total of 13 work packages. The contract also required Monthly Progress Reports, the 10th and last of which was delivered on 2 September 1996. A Draft Final Report comprised by the Indonesian Highway Capacity Manual (IHCM) and its supporting software (KAJI) was delivered 14 October 1996, and was approved by the Steering Committee at its meeting on 19 December 1996 without amendment.
